Very straightforward solution: The brake cord is far too tight and easily adjustable, like on a bicycle.
There is a normal adjustment screw directly on the brake that I could remove without tools, and both the handbrake and the parking brake function.
Now it functions properly. Excellent rollator. One point is deducted for this carelessness.

At Good Will, I discovered a light walker that was really inexpensive, but it was too unstable and risky for her to use. This one’s fantastic. Pricey yet valuable to her. I appreciate the suggestion. Due to the cost and the requirement for two hands to simultaneously remove the tray and reach the basket, we only gave it four instead of five stars. The tray needs to be positioned somewhere else in order to reach the basket because it cannot slide open or operate on hinges.
